Dundee Housing Emergency Coalition's Action Plan Launch

The Plan represents the collective effort of the Dundee Housing Emergency Coalition, a network of more than thirty organisations, charities, trade unions, civic groups, educational institutions and others from across the city. Together, we share a commitment to ensuring Dundee’s housing emergency is properly recognised, meaningfully addressed, and ultimately brought to an end.
It brings together the voices and lived experience of people directly affected by the housing emergency, alongside the knowledge and concerns of organisations supporting them every day. The result is a grounded, evidence led statement that sets out both the scale of the crisis and the actions required to tackle it.
This morning, Shelter Scotland wrote to all Dundee councillors on behalf of the Coalition, asking them to work collaboratively to bring forward a motion to the Full Council meeting on Monday 16 February 2026. The request is for a co‑ordinated, cross‑party response that formally declares, endorses and implements the Housing Emergency Action Plan.
This is not about party politics or placing blame. It is about recognising that the housing emergency is a long‑term, systemic issue, one that stems from years of underinvestment, and that progress will only come through shared leadership and collaboration. A clear commitment from the Council to work alongside the Coalition would send a powerful message to the people of Dundee: that the scale of the crisis is understood, and that meaningful change is both necessary and possible.
